More than 520 crores spent on Madarsas: Modi Govt

New Delhi: In the last 5 years, the Central Government has allocated Rs.520.54 crore under SPEMM, a scheme to provide education to madrassas/minorities, the allocation released, also includes the honorarium of teachers.

In response to a question asked by AIMIM MP Asaduddin Owaisi in Lok Sabha regarding Madrasa Modernization Scheme, Minority Affairs Minister Mukhtar Abbas Naqvi informed that the Ministry of Education was implementing the Scheme for Providing Education to Madarsas/Minorities.

Financial assistance to Madrasas and Maqtabs

Giving information about the scheme, Naqvi said that SPEMM is an umbrella scheme consisting of two sub-schemes namely the Scheme for Providing Quality Education in Madarsas (SPEMM) and Infrastructure Development in Minority Institutions (IDMI). The SPEMM scheme provides financial assistance to encourage traditional institutions like madrassas and maqtabs( A traditional Islamic elementary school, primarily teaching literacy and the Qur’an) to start modern education through their curriculum in subjects like Science, Mathematics, Social Studies, Hindi, and English. Funds are released to the respective State Governments for assistance under SPEMM on the basis of their Annual Consolidated Plan.

The process of modernization of traditional madrasas and maqtabs is voluntary. The focus of the scheme is on quality support as per standards for the quality components under Samagra Shiksha.

The Minister also informed that in the last 5 years (from 2016-17 to 2020-21) government has spent more than 520 crore rupees, which also includes the honorarium of teachers. For the year 2021-22, proposals for an honorarium of teachers have been received from the states of Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Rajasthan, Tripura, Uttarakhand, and Uttar Pradesh, which have been considered by the Project Approval Board of the Ministry and for teachers in eligible madrasas.
