New Delhi: The U.S. House of Representatives has advanced legislation that could authorise President Donald Trump to impose tariffs of up to 100% on India and other major buyers of Russian oil and gas, as Washington seeks to increase economic pressure on Moscow over the war in Ukraine.
The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 cleared a procedural hurdle in the House on September 15 by a narrow 214-211 vote. Two Democratic lawmakers joined Republicans in supporting the measure. The Bill is expected to face a final House vote on September 16.
The legislation follows its passage in the U.S. Senate on August 7, where it received overwhelming bipartisan support with an 86-11 vote. It proposes additional sanctions targeting Russia’s leadership and energy sector, as well as vessels forming part of the so-called “shadow fleet” used to facilitate Russian oil exports.
The Bill would also give the U.S. President authority to impose 100% tariffs on countries that continue purchasing Russian energy, potentially affecting major importers including India and China. The Senate version does not explicitly name these countries but refers to the five largest importers of Russian oil and gas by volume.
The measure must clear the House before being sent to President Trump for his signature. The House is scheduled to begin an early recess on September 17 and is expected to reconvene on November 9 after the midterm elections.
