Hathras Protesters March to Collectorate, Seek Review of UGC Regulations and Reservation Provisions

Hathras: Members of several organisations staged a protest in Hathras on Tuesday against provisions of the University Grants Commission (UGC) Regulations, 2026, the reservation system and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

The protesters, including members of the Rashtriya Pratap Sena, Bharatiya Parshuram Sena, Rashtriya Adhikar Morcha Party and Bharatiya Kisan Union Bhanu, began a procession from Hatisa Bridge on Mathura Road around 11 am and marched towards the Collectorate.

After reaching the Collectorate complex, the protesters staged a sit-in and raised slogans. An altercation reportedly took place between police personnel and protesters during the demonstration. The Additional District Magistrate appealed to the protesters to put forward their demands peacefully.

The protesters later submitted a memorandum addressed to the President to the Sub-Divisional Magistrate. Among their demands was a review of the UGC Regulations, 2026, particularly provisions concerning reservation and equal opportunity in higher educational institutions.

The memorandum also sought a fair investigation into cases registered under the SC/ST Act, a review of the Hathras case and reconsideration of matters concerning compensation and recovery procedures. The protesters also demanded a review of amendments related to the reservation system.

Rashtriya Pratap Sena national president Thakur Lalit Rana said the organisation would continue to raise issues it considers to be in the public interest through constitutional and democratic means.

The UGC’s Promotion of Equity in Higher Education Institutions Regulations, 2026, were published on the commission’s website on January 13, 2026.
