Patna: A political controversy has erupted across India following the circulation of a video showing Bihar Chief Minister Nitish Kumar pulling down the hijab of a Muslim woman during an official government function in Patna. The incident, which occurred on Monday at a ceremony where appointment letters were being distributed to newly selected doctors of alternative medicine, has drawn sharp criticism from opposition parties, minority groups, civil society organisations, and public figures, while reigniting a broader national debate on religious freedom, women’s dignity, and the conduct of public officials.
The video, which quickly went viral on social media platforms, shows Kumar standing on stage with senior officials as a female doctor approaches to receive her appointment letter. In the footage, Kumar appears to gesture toward the woman’s hijab and asks her to remove it. Before she can respond, he reaches out and pulls the veil down, briefly exposing her face. A minister standing next to Kumar is seen making a mild attempt to intervene, while others on stage appear to laugh, a reaction that further fuelled public anger.
The clip was first shared online by the Rashtriya Janata Dal (RJD), a key opposition party in Bihar, which questioned the chief minister’s conduct and judgement. In its post on X (formerly Twitter), the RJD suggested that the incident reflected either a decline in Kumar’s mental state or a deeper ideological shift aligned with the Hindu nationalist agenda of the Bharatiya Janata Party (BJP), with which Kumar’s Janata Dal-United (JD-U) is allied.
Nitish Kumar, 74, is one of India’s longest-serving chief ministers and has led Bihar for most of the past two decades. His current alliance with Prime Minister Narendra Modi’s BJP recently secured victory in the Bihar legislative assembly elections, where the BJP emerged as the single largest party for the first time in the state. Bihar has a significant Muslim population, with nearly 18 percent of its 127 million residents identifying as Muslim, making minority issues politically and socially sensitive.
Opposition parties swiftly condemned the chief minister’s actions. The Indian National Congress, the principal opposition party at the national level, described the incident as “disgusting behaviour” and questioned women’s safety in the state. In a post on X, the party stated that a person holding the highest executive office in Bihar engaging in such conduct sent a troubling message about respect for women and minorities, and called for Kumar’s resignation.
Muslim political organisations and community groups also reacted strongly. Members of the All India Majlis-e-Ittehadul Muslimeen (AIMIM) staged a protest in Mumbai, demanding that criminal charges be filed against the chief minister. During the demonstration, protestors accused Kumar of dishonouring a Muslim woman and undermining constitutional guarantees of dignity and religious freedom. Police later dispersed the protest, detaining several demonstrators.
Public figures and activists joined the criticism. Zaira Wasim, a former actor from Indian-administered Kashmir, called for an unconditional apology from Kumar, stating that a woman’s dignity and modesty should not be treated lightly, particularly by those in positions of power. Human rights organisations echoed similar concerns, warning that such actions by senior leaders risk normalising discriminatory behaviour.
In a statement sent to Al Jazeera, Aakar Patel, India head of Amnesty International, described the incident as an assault on the woman’s dignity, autonomy, and identity. He emphasised that no public official has the authority to police a woman’s faith or clothing, and cautioned that such acts could deepen fear among minority communities and erode the foundations of equality and freedom of religion enshrined in the Indian Constitution.
The controversy has also attracted international attention. Pakistan’s Foreign Minister Ishaq Dar commented on the incident, calling it “shameful” and “extremely disturbing.” In a post on X, he urged respect for minority rights and warned against the rising tide of Islamophobia in the region, stressing that respect for women and religious beliefs must remain fundamental principles in any society.
The incident has reignited memories of earlier controversies surrounding the hijab in India. In 2022, a BJP-led government in the southern state of Karnataka imposed a ban on wearing hijab in educational institutions, triggering widespread protests by Muslim students and civil rights groups. The matter eventually reached the Supreme Court, which delivered a split verdict, leaving the issue unresolved and continuing to be a point of political contention. Since then, several Hindu groups have called for a nationwide ban on the hijab, framing it as a symbol incompatible with secular public spaces, while critics argue such demands violate constitutional rights.
As criticism mounted, the Janata Dal-United issued a statement defending Kumar’s record, asserting that he has consistently supported minorities throughout his tenure. The party maintained that minorities are safe and secure under the Nitish Kumar government, though it did not directly address the specific incident captured in the video. As of Thursday, Kumar himself had not made a public statement responding to the allegations or demands for apology and resignation.
Legal experts note that the incident raises complex questions about personal autonomy, consent, and the responsibilities of elected officials during public functions. While no formal legal action has yet been announced against the chief minister, pressure continues to build from opposition parties and civil society for accountability and clarity.
